The Poverty Reduction Support Credit (PRSC) will develop, and implement fiscally sustainable policies within the framework of the Government's three-year National Strategy for Social and Economic Development (NSSED) supporting a higher quality of life (especially for the poor), and consistent with, and supportive of the country's overall growth strategy. This operation will support more effective, and efficient policy formulation, and implementation, improved access to social services, and better targeting of scarce fiscal resources to those most in need, and policies conducive to sustained growth. However, the primary risk remain the weak counterpart capacity to develop, and implement a comprehensive policy program. Nevertheless, main achievements under the project will outweigh those risks, mainly through the maintenance of satisfactory macroeconomic performance; implementation of a pension reform; strengthened capacity to monitor and evaluate the policy agenda, including institutional reforms; initiation on improved quality and access of priority education, and health services; and, improvement of the contestability of the policy formulation process, which includes strengthening accountability, and transparency of the public sector.**
